It's hard enough for individuals to agree; it's even harder for nations, each of which must ultimately speak with a unique voice. So it's no surprise that leaders of the world's biggest economies can't agree on exactly how to fight global warming, as doing so means essentially managing an increasingly diverse and polarized world where poorer nations have different demands than developed countries.
